I've posted on this several times so I'm going to give a quick answer
this time and wait a while before I put in a longer description again.

The 'litter' we've decide works the best for us is 'wood stove fuel
pellets'. These are compressed wood chip pellets use for heat in stoves
or grills and available at woodstove stores. If this is not available in
your area try to find a litter called 'Pine Fresh' It is composed of
compressed pine chips. In both cases these chip or the saw 'dust'
leftover from lumber mills so the pieces are about an 1/8th inch after it
decompresses so its not the huge chips most people are used to. The pine
fresh does not have the over abundance of aromatic oils like the wood
chips sold for guinea pigs and the like.
