Jen, in the past I have been told by more than one vet that an animal's
breath does NOT ever stink unless there is a health problem.  (Unless
they just ate a dead animal, that is!)
 
For Phoebe's sake, have her checked out and be sure that she is healthy.
If there is a problem, you catch it early; if not, you have peace of
mind.
