Call the NY State Dept of Health and speak with the people who license vets.
Then call the State Attorney General.  Then call your local Better Business
Bureau and/or Chamber of Commerce.  Then the Mayors Office for the town you
live in.  You might also call legal aid, or the law clinic at a local law
school for help.  Can you borrow the money from a freind or relative, or put
the payment on a charge card?
 
One other thing- I think it is unconscionable for a vet to keep you waiting
that long.  They should have offered that you could rescedule or come back
later if they were that busy with emergencies.
