Dear Marguerite-
You admittedly run a non profit ( though not tax exempt) rescue and make
regular appeals for help.

Harold has sent you donations in the past-- as a former supporter of your
unlicensed, un- registered , unaccounted for non tax exempt facility -
he certainly DOES have a right to query why you purchased expensive
merchandising display units but now owe the vet $4,00.00

This , your rescue, is accountable for -- one of the things you oppose
being a 501c3 organization for.

It is unwise to owe a veterinary practitioner this type of money, they
need to stay in practice to continue to help animals. I don't remeber
seeing a lot of free education for vet schools offered!
