Marguerite has some excellent questions about the USDA/APHIS regs.  Sukie
has addressed a couple of the issues: how to determine age and intestinal
problems.
 
Marguerite also asks

Support Our Shelters can help with that.  Both Petco and PETsMART will
allow shelters to do education in their stores under the auspices of
SOS.  Contact Judith White, [log in to unmask] for information.
 
Neither the IFC or SOS would "appoint" people to do educational events
or monitor pet stores for underage kits.  But we do hope that shelters,
clubs and individual owners would do what they can.
