Question about California Ferrets

Hello all,
 
I am asking a question about ferrets in California.  Now, I believe I
already know the answer to this question which would be that no where
in California are they legal.  Not legal to buy, not legal even if you
move there with them, no way shape or form are they legal.  Now I have a
friend in California (non ferret owner go figure) and he swears that you
can't buy them, but that if you move to California you can legally keep
them.  I said, that would make no sense if you can't even transport them
in California, then how would you move them in.  He agrees that it's
stupid to have ferrets be illegal but he swears that they are legal to
own if you owned them prior to moving to California.
 
I've argued this with him but finally dropped it because I'm not moving
to California anyway.  But, I'm also not one who let's things go easily
(as my ferret friends on here can attest to), and I have to know what is
the absolute truth.
