Dear Anon--
PLEASE call the MSPCA and report what you saw.  I've passed your message on
to a few other people, but it's very important that someone who saw this
first-hand report it.  It IS cruelty and the MSPCA should investigate it.
Their law enforcement number is 617-522-6008.  Please let us know what
happens.
