Hopefully its not too late.  Doctors sometimes are obligated to report bite
cases.
 
This is a perfect time to do your own 7 day quarantine.  If the ferret shows
no signs of problems in 7 days than you should be fine as well.  If the
ferret does than you are in plenty of time to start rabies treatment.
 
If a medical type know better than listen to them.

But I'm afraid we have to disagree with you here.  We read your stories and
see your dedication.  We can't fault your 7 points at all.  We expect
everyone to disagree with almost everyone else on something at some point,
and hope you don't disagree with us too often.

By your description we suspect your vet is absolutely right.  What he will
do is use a sleeping gas to put Bentley to sleep but this is seldom a
problem.  There is only one gas currently recommended Isoflourine Yo vets!
correct me if thats wrong.  Your vet probably knows though.
 
He will then take dental instruments and scrape away the tartar buildup.  It
sounds pretty bad so the vet using gas is the best way.  The dental work is
not a problem.  The red gums are probably gingivitis which will clear up
after the bacteria in the tarter and under the gum line are cleared.
 
Nothing to worry about.

We don't brush our ferrets teeth but we don't think that is better, just
letting you know that we can't talk much about it.
 
The dental instruments for ferrets should be the same as for other small
animals.  We usually pick them up at ferret shows which won't help you too
much.
 
A vet would do the dental work on animals including ferrets.
