My opinion on what should be done with the 6 month quarantine is to reduce
the quarantine to 1 month for animals with a vet certificate and history of
2 rounds of vaccinations, and 2 months for animals with a vet certificate
and a shot at least 2 months old.  This to apply for now only to animals
which have USDA (or other body) approval for rabies vaccine use, or some
such.
 
This would address the health needs of Great Britain and the desires of its
own citizens and of foreigners who wish to work or live there (and it would
still keep out everybody and his brother from bringing their pets with them
on vacation, if GB desires that).
