In response to Pepper still bites and he just goes to sleep when punished in
his cage...
 
I too had that problem; I've switched to use using the pet carrier cage as a
timeout cage.  The carrier cage is completely empty, not even a t-shirt, so
their is nothing to eat or do.  They HATE it; they'll rattle the bars for
several minutes.  This is the only thing that has helped my Nikita's lick
lick lick chomp CHOMP!  habit.
