I have never heard this take on the California rule.  Ferrets are illegal
anywhere in the state and you are correct in advising them to hide them
crossing the borders.  They will confiscate them.
 
California Domestic Ferret Association (CDFA) or Ferrets Anonymous (FA)
will help them locate vets or give advice.  Either can be reached at
