I think I might have posted this before, so please forgive me if I have.  I
had the same problem with Loki, I didn't want her collar to be too tight in
case she got it stuck somewhere, so then she was able to pull it off with no
problem <darn that little fuzzy girl>
 
But now I use a "necklace" of sorts - the chain usually used for military
dog tags.  It works wonderful.  I keep it plenty big to slip over her head,
but because it is a chain, it rests sort of in her fur, instead of on top
like a normal collar, so she totally ignores it.  You can find the chain in
the hardware section of a superstore (or at least that's where I found
mine).  And it's really inexpensive too.  (Not to mention that our Vet's
tech assistant thought it was adorable that Loki had on a "necklace.") Plus,
with her id tag and rabies tag rattling against each other and the collar, I
can hear her anywhere!
