There is a group in Mexico which has been closing child brothels by
doing hidden filming and then putting them on public sites similar
to YouTube, complete with the brothels' addresses. Then the URL is
circulated, including to media and government officials by many people.
(It harkens back to people like Upton Sinclair who went to prison for
publishing about the past (much, much worse) horrors of the meat
industry which caused him real trouble personally but so greatly upset
enough of the public that a large number of good regulations went into
effect rapidly. Consumer education did not begin in the 60s; it only
increased a lot then.)

It may take waiting a while to be able to do this, but it's been going
on for 30 years and many people I trust have spoken to me of what they
themselves have encountered, so if people there with small enough
recording equipment want to do it: wait till the pelters' guard is
down, then film and post, and hopefully more than a few will do so
enough times to upset the Ohio state politicians who can create better
state laws.

As with the group using this technique to close down child brothels
it can used to create legal actions against a wide range of animal
abusers.

Meanwhile, hopefully, the state and federal authorities can do
something more than has ever been done yet there. If they can't then
those of you who have such cameras should consider possibly waiting,
working up an assortment of ways to hide them, and then pouncing.

I don't know what legal aspects are involved, but people film others
without sound for news, toll non-payments, and more every day...
