Ferrets are still illegal in MA although it is looking good that that may
change this year.  For now though, there is a slim chance of getting a
license for educational purposes, but that need has to be proven.  All states
around MA are ferret legal.  Within the month NH should have a change in the
state law granting a quarantine period for vaccinated ferrets biting a human,
so if your friend is close to the NH border that may be the best option.
