There should be a balance.  At a pet store near where I live, a lady
volunteeed to walk the puppies every day and while they were on their
walk they got socialized and exercise.  The puppies were also allowed to
be on leashes at the cash register area.  That way people could pat and
enyoy them while the others still in the cages could rest.  When the
puppies got tired they could go back in the cage and a different puppy come
out.  People who were interested in buying a specific puppy would ask to
see that puppy.  People who only wanted to cuddle a soft furry animal could
do that with the puppies already out.  Before anybody flames me, I don't
particularly like pet stores, but do believe that if we are stuck with
them, we should try to make life as comfortable as possible for the animals
there.
