The American Humane Society has no real powers, but many, if not all of the
individually run Humane Societies in cities around the US are "members" of
that organization.  Each individual organization runs their shelters as they
see fit and are not bound by any rules or regulations (as far as I know).
The AHS can state that they represent x number of organizations with x total
number of members, which seems to give them a lot of political clout.  Would
something like that work for those of us with such diverse ideas and
ideology?
