Well, this may or may not help you, but here is what I am doing until one of
our babies "grows out" of her digging stage (Well one can dream, can't
one?).  Dixie is real bad about not only digging in litter, but eating it
too.  What we are doing is using either newspaper or newsprint paper.  I
change it out 2 times a day.  I fold up a thick section of the paper and put
it across one end of the cage on the top and bottom levels.  I use the black
clips from the office supply store to hold it in place.  This works for us.
I use the disposable "medical" gloves whenever I change the paper out.
