I don't believe that Cleveland has anything on the book regarding ferrets,
when I visit my parents there I always bring the kids with me.  I was
stopped one time by the highway patrol (a light out) and they didn't say
anything.  My uncle works in the city government, if you would like I can
have him check.  Hope this helps.
