No, it's not at a stair (the stair is around the corner), but Pepper has been doing the "muscle man" routine for months, pulling himself up onto the cat shelf (it is covered with carpet and sticks out from the wall about 12"). It's amazing to watch him ... he's extremely strong. I tried the suggestion of putting a cardboard tube (sliced down the middle) on top and it seems to be working. He can't hook his little claws around the top.
