We have been in contact with various people from the legislature most (well actually all) of the day. It seems that the bill had already been put on parchment ready for the final 'blessing' or whatever last night when Senator Durand had second thoughts re the Spay Neuter and Vaccination issue, and how this could be ensured etc. According to Rep Jones, an amendment was 'supposed' to have been put on in Senate Ways and Means but was not, and the Senator wanted some language to ensure that proper records were kept, and that first shots were given. Also on closer inspection, apparently the particular statute that this bill is designed to ammend had been perhaps(?) itself ammended; so that the proposed changes no longer produce clear language. Details details details. The long and short of it is that the bill will NOT be on the governor's desk tonight as previously expected by all parties. There is still a very high level of expectation that it will be passed, certainly by the end of year, but at this point we just don't know when. Passage does not require a formal session, the intent of both houses is clear, and there is no evidence at this point that we can find, of any ulterior motive. The congress will be meeting informally off and on between now and Jan 5. Sorry for the 'false' alarm. It truly feels at this point like we had jumped from the plane into the air, only to be called back inside. [Posted in FML issue 1380]
