Find some precedence/law where giving an animal alcohol was found to be animal cruelty in your state. Find a friend in law enforcement. Have them make an official inquiry to youtube.com . The inquiry needs to ask for the IP address of the user that accesses the account that posted the video and a copy of said video. Once the ip address is found stick it into a website like http://aruljohn.com/track.pl . That should give you the ISP (Internet Service Provider) that the person gets their internet from. Then the law enforcement can hand that information over to the local authorities as it is most likely out of their jurisdiction. AFAIK any law enforcement agency can make this kind of inquiry if they suspect it may be in their local jurisdiction. Websites like this are often VERY helpful to the authorities. If the law enforcement won't do anything, talk to your "Fish and Game" department. If they won't help, go to the media. Don't try and attack the girl, attack the authorities for not doing anything about it. Attacking an under aged teen for ANYTHING, no matter how bad it is, will only bring negative press on you and the ferret community. Just think about how the general public looks at PETA. As such, I will not help track the girl through unofficial channels. Even if you do find her information, the local law enforcement is likely not to trouble themselves with it, and her parents probably just don't care.
