Maybe she doesn't like the feel of litter on her little footie pads.  Try
shredded newspaper.  First, try to just tear up large piaces (several
inches apiece) and put them in the litter box to see if she'll leave them
alone.  If so, then you might want to buy an inexpensive paper shredder
and make your own as needed.
 
You might also want to try fine play sand, or just plain dirt from the
back yard (sift it, first.  You can also try baking it at about 250
degrees for 15 minutes to kill anything that might be in it).
 
The idea is that it will need to be something she doesn't mind walking on.
If nothing works, get the clump-style litter and let her do her "thing" in
an empty box.  When you get ready to clean it, pour in a scoop of litter,
slosh it around inside the box, then dump it all out and rinse out the
litter box.  You won't have to pick up anything then.
