Sukie makes an excellent point.  A free roam ferret may have just one or
two small and boring rooms to be in, while a caged ferret during playtime
has access to several rooms, stairs to climb, etc.
 
The issue is not whether the ferret is caged or free-roam, it is whether
s/he has a environment in which s/he can explore, play, jump, run, climb,
and most important, interact with her/his owner.
