Michael,
It sounds like Sparky is fearful of his new environment.  i suggestthat you
slowly work with him and let him know it is OK in the new environment.
Perhaps work with the children, not allowing themm to reach at first.  If
they startle Sparky and Sparky is unsure of the surroundings then he will
protect himself the only way he knows.  What do you know of Sparky's
background???  Were there children previously in his life?  Perhaps moving
cautiosly and later being rewarded with happy play would be in everyone's
interest.
