Because of the wording of the rabies policy you might also want to add the
Attorney General to the list of those being educated as he/she will be the
one who will have to defend the decisions of KDHE.
 
" An owned domestic animal shall be isolated for an appropriate period "
 
Emphasis on owned and domestic!
 
You might want to try to convince him that it is not in the best interest of
the citizens of Kansas to have to try to prove in court that the ferret is
not domestic by showing him the huge ammount of data that says differently.
As you say just because they choose to consider ferrets a rabies risk does
not change the fact that they are domestic.  Both domestic and non-domestic
animals can contract and transmit rabies.
