14 Ticks on an emaciated ferret

Found yesterday was a young male DEW.  I picked him up today at the animal
pound.  He had 14 ticks on him and he was very dehydrated & emaciated.  The
ticks were in his ears, around his mouth and all over his head and behind
his ears.
 
How can people be so cruel to just abandon ferrets like this?
 
Makes me sick....
