Wayne,
The only time that I've seen a "jill jab" not being effective is when
it's been given a bit too early.  After a good two weeks of fully swollen
vulva she should be ready.  Could this be the case?  It seems that,
whatever the reason, another jab would be appropriate.
 
However, her behaviour sounds typical of a "phantom" pregnancy.
 
I would love to hear how you proceed.
