My little girl Belle gets similar recurring red spots, one on her tummy and
one on her neck.  The first time she got one (several years ago) the vet
said it might be an infected hair folicle or sweat gland, and snipped it
out under a local anesthetic.  (Side note: it was later that day that Belle
pulled her first SND (sleeping not dead) on me.  I was momentarily terrified
that she had a delayed reaction to the local, until she stretched and
yawned!)
 
Anyway, I now treat the spots by cleaning with a little peroxide on a q-tip,
and applying a topical antibiotic like neosporin. It clears up in a couple
days.
