Hair loss tail

I have a little 3 year old that is losing hair on her tail.  What I
am wondering is if surgery is the only cure.  I had another that had
surgery, it was really tough and she only lasted one more year.  I
felt so very sorry for her after letting the Vet cut her open.  Is
there any medicine for this condition?
