My ferrets were also scared of the water when they were kits.  What I did to
help them get used to the water is to put on a bathing suit and get into the
bathtub with them.  Then, if one showed signs of anxiety, I could comfort it
while still keeping it close to the water.  Now they love bath time and all
three are avid underwater swimmers
