One of the handiest tools I've ever found to discourage the efforts of
these frustrated fuzzy interior designers is the plastic clothes clip
designed to attach to plastic clothes hangers.  They now come in a bag
of 12 for a couple of bucks at Walmart.
 
Clip the top edge of the food bowl to the top wire behind it.  They're
also great for holding down litter boxes, wire floor coverings, food/water
containers in pet carriers... you can even clip water soaked blankies to
the side of the cage to dry before tossing into the hamper.
