First I wanted to sympathize with those who have been working so hard
only to see this sent back unsigned.  I grew up in Michigan where they
were illegal until fairly recently.  There are signs California is close
to being able to say the same and I hope that you take encouragement in
that, even in light of this discouraging event.
 
From what I read the governor said he couldn't pass it at this time
because of the lack of Environmental Impact Report, not that he is
against legalization.  As upsetting as it is please remember even though
he is governor he must follow the rules and protocols, as well as answer
to his superiors and all constituents.  When he signs that bill, he needs
the tools to prove the opposition incorrect and drown any protests with
evidence he acted soundly and with due consideration.  That means he
needs the studies and data to back up his choice.  In light of that, the
bill being returned unsigned due to the lack of EIR is encouraging.  It
indicates that if the proper studies are available he is likely to
reconsider in our favor.
 
It would seem to me that the next step would be ensuring this study is
done and getting it back to him with all I's dotted and T's crossed.
With how fanatical and out there I've heard those opposed to ferret
legalization in California are, I'm surprised that this wasn't done
before the bill ever came up for consideration.  It left the governor
in a difficult position: pass it and be accused of acting improperly or
don't pass it and upset everyone else.
 
I would also urge everyone to keep hope, write the governor expressing
your feelings politely and ask that when it comes back across his desk
with the studies he sides in our favor.
