Charles Ruprecht and changing policies

I have experience with both Charles Ruprecht and changing rabies policies
and laws.  If I can be of any help feel free to contact me.
 
As for Dr. Ruprecht he tends to waffle back and forth depending on who he is
talking to.  My biggest complaint is that he tends to water down his
information to make it "politically correct".  He did walk a public health
person through a risk assesment scenario in Reno which ended up with testing
not being recommended for the animal.
