If you have a neutered male, he is going to be of no use in bringing your
Jill out of heat.  He doesn't have the equipment to do it.  What you need
is called a V-Hob.  That mean all that has been done is a vasectomy, so he
can't produce babies.
 
Your best bet is to get her to the vet now.  He can give her a hormone
injection that will bring her out of heat.  It is very important that this
be done or you will loose her.  She will develop aplastic anemia and it is
almost always fatal for the Jill.
 
After she is out of heat, I would then get her spayed.
