Call your local Humane Soc or ASPCA & tell them what you just wrote here.
It would be a plus if you could have someone else who's also seen this
mistreatment corroborate the story.
 
If they confiscate the ferret, no problem.  You can always adopt it after
they've started veterinary care & it's been cleared for adoption.
 
Good luck.  This teacher sounds like a real bozo.  Might be worth letting
the dept head know about this dweeb, too.
