Hi Jennifer Hill,
 
I'd like to make a suggestion on your not so good potty rate.  I have a
couple of ferrets that don't have the greatest rate either.  So I have
started to buy 18x22 rugs to place underneath the litter pans for when
they roam.  I, too, don't like keeping my fuzzies caged and like to
interact with them everyday.
 
I have found that if you have these rugs it saves your carpeting.  The
rugs have a rubbery backing, so that you don't have peepee getting on
the carpet.  I guess the backing is the type made of the anti-skid stuff.
My guys don't try to tunnel under the rugs, they just think its another
part of the carpeting.  And I haven't had one try to eat any of the
backing on these rugs.  If the rugs get a little too soiled, just throw
them in the washer.
 
That way you can allow them to roam and not have the worry of potty
chaos.  Hope my suggestion helps for your new home surroundings.  I know
it has helped in my new house!
