I would think that you could call Animal control or the Humane Society in
your area and report that these animals are not being provided with proper
shelter or care.  Even the most anti-ferret humane society would see the
validity in your report.  It would have been hard for me not to take those
poor ferrets home with me and let the owner think they escaped.  I sure hope
this horrible situation is remedied quickly for the sake of the poor little
ferrets.
