I couldn't believe what I read about the creep running the place.  What a
poor & wretched excuse for a city official, let alone a human being...
 
Perhaps you could get results from writing to the ASPCA, PETA, the State
(Utah) Attorney General, or your State Senator.  I don't know what passes
in SG for a County Supervisor, but someone on that level *might* be able to
get the S.O.B. booted out or at least compelled to answer for his actions.
 
I wish you & everyone else concerned good luck in putting a stop to the
business!
