I dunno.  I have FML, mail, and UUCP logs that all show that a
13K issue 696 was created, mailed, and transferred off my machine
as 4 separate "lumps".  Three of which were routed to my internet
forwarder - these three were destined to about a dozen anon users,
list2mail exploders and CUNY (the main exploder).
 
For grins, I include the logs below, with the anon users replaced with '':

The transfer rates are lousy - I get much better with everybody else.  But,
that's typical.
 
Which seems to imply that either uunet.ca, uunet or cuny dropped it on the
floor.
 
I'm at a complete loss.  I'll be polling the anon users that I mail to
directly to see if any of them received 696 on the 13th.
