Yes I agree with Melissa.  I go to a country kind of vet who is not really
vet savy for my ferrets vaccines (only) since he is so much cheaper than
others (I go to them for surgereis, and the like).  And even the young
country vet not only gives rabies vaccines, but is always on me to make
sure I get them in time (I'm bad about that, good about the distemper,
bad about the rabies).
 
I really think that out of the differing vets I've seen in this area
(Chattanooga Tn), one of those vets would have told me about any such
lack of law or ordinance in Tn.  Especially my caring young country vet.
