First, the picture shown is that of an Angora Ferret. You can find the

Secondly, Angora Ferrets run around $400-$500 so I don't see how
someone would be selling them for $100 or so on the streets. I'm also
not sure there's a single Angora Ferret breeder in South America.

Since this story first showed up on the Daily Mail UK - which is the
UK's equivalent of the National Enquirer - a tabloit that most often
runs fake stories - I'm pretty sure it's completely bogus. Someone
probably just saw an Angora Ferret and thought it'd make a funny story
and unfortunately all the other news agencies picked up on it and ran
with it.
