and read the section on animal hoarding.  Then get that info to your
state's district legislators and governor since there's not a state that
can't use more teeth and better policies in this regard.  In fact most
states have no legislation on board in regard to hoarders.  Those
materials are by very respected experts and will be noticed.  Meanwhile,
do contact your local humane groups and see what options are currently
available in your state.  Many animal hoarders also live under horrendous
conditions and if that is the case then some states approach this by
having building code inspectors, the health department, and the human
groups work together, so if there are things like feces all over, vermin,
non-working toilets, etc.  contact the health dept.  and the building
inspectors as well.  Because hoarders have reasoning difficulties don't
forget the social workers of your area.  Is the person showing signs of
senility or other mental impairment such as depression that is too bad to
handle life's responsibilities?
 
Has a gas leak been looked for?  That literally could be an explosive
situation.  Have you considered that these animals may be being starved to
death or dying from anemia from the flea problem the person won't control?

Call in the authorities, and at the same time work to get hoarding
materials out to state politicians.  We all need to be doing that.
