Excellent point!  In some states the department may be different.  Here
in NJ it's FG&W.  Have heard of it falling under a commercial heading in
some others.  You can find out easily enough which it is by just asking
your state legislators.  If you do not know how to reach them your town
hall or your local newspaper will have that information.  Many local
newspapers print it right on the letter's page or near their masthead.
