The idea of a protest on the Capital Steps is probably not going to work for
several reasons.
 
First, the laws concerning ferrets are left up to individual states, and no
amount of national protest will change that.
 
Secondly, in January, it is darn freezing in DC, and the press will probably
treat you as either a bunch of nuts to be standing there in 20 degree
weather with a snowstorm going on, or just won't come at all.  If the
weather is bad, many people will not even make it there to protest to begin
with.  If you really want to march on the capital, do it when the weather is
nicer and the press and public will be around.
 
Thirdly- and probably most important, did anyone bother to think that
Congress takes the month of January off, and most of them are either home in
their home states, or abroad on a "congressional junket".
 
So.... if you are intent on doing a protest in DC, rethink your time of the
year in order to be effective.  Do it when half the country is in DC peeping
at Cherry Blossoms, etc.
