You should have no problem crossing the Canadian and US borders with your
ferret-- I've done it several times.  You do need some paperwork-- proof of
up-to-date vaccinations and a certificate of health signed by a vet no more
than 30 days before your border crossing.  The border guard where you cross
may not be up on ferret regulations, but if not, ask him/her to look it up
or to call the USDA.  A veterinarian does not need to be present at the
border crossing.  Essentially, it's no different than crossing with a dog
or cat.  I can't tell you anything about Knoxville, but I hope that this
was cheering news!
