Actually, those are hair follicles that are filled with keratin scale
(rather than a fully formed hair shaft.  Gentle massage with an emollient
shampoo and the "tincture of time"will help empty those follicles, and if
there are no hormonal imbalances to prevent proper follicle activity, a
new hair shaft should grow in after the next shed.
