Hi there- like Kara, I missed the original post but here's my take on it.
My female ferret Calypso does this every time she's in a kissy mood.  I
pick her up and she "cleans" my arm.  She'll go from licking to doing
that itching teeth chattering on my arm- doesn't hurt, but so darned
cute.  My dogs always did it to itch their flea bites for example, and
although i've never caught the ferret doing it on herself, I recognize
the behavior as definitely something positive and something to be happy
about!
