This may be a beginning sign of insulinoma. By 6 year old insulinomic girl
Belle does this. I think it is because of excessive salivation.
 
Take her to the vet to have a fasting blood sugar done.  Fast her for about
4 hours.  Different vets have different thoughts on what constitutes a low
level.
