Why not paint Kilz to seal it all and then paint on top with a good
bathroom paint. Then leave concrete flooring. Get pieces of free carpet
off Craigslist and cut yourself a rug for parts of the room you feel it
is needed. At least in my area there are tons of free carpet to be had.
