Yes, in the State of New York (not NYC) you do need a permit.  It costs $10
a year (rumor was they were supposed to get rid of the permit and to date
they still haven't).  The address for the permit is:
 
NYS Department of Environmental Conservation
Division of Fish and Wildlife
Special License Unit
50 Wolf Road, Albany, New York 12233-4752.
 
This permit allows you to sell and breed ferrets.  The pet store should have
had an application to fill out before you purchased the ferret, because
legally, you must have the permit before you purchase a ferret.
